Heres a quick way to fix those broken straps or broken reins.  I carry a couple of different size conway buckels in my saddle bags.  If you break a strap on a pack saddle or break a set of reins, all you have to do is punch a hole on each side of the break, and feed through both sides of a conway buckle.  Make sure you leave enough strap to tuck under the keeper.  This will hold til you can get it fixed properly.
